The front fork connects your front wheel to the frame and the head tube. When replacing it, detach the front wheel and the stem, slide out the old fork, and put the new one back in. Yes, a fatbike that complies with current regulations (max. 25 km/h pedal assist and a 250W motor) is fully legal on public roads. Tuned models may only be used on private property.

Do you need a driver’s license for a fatbike?
You don’t need a driver’s license for a regular fatbike with pedal assist up to 25 km/h. You do for tuned models above that limit. Keep in mind those are only allowed on private property.
